Build It and They Will Come

On December 15 DiSorbo Consulting published a public notice in the Caller Times that they’d applied for a pre-construction air quality permit from TCEQ on behalf of Axis Midstream Holdings LLC “to authorize the construction and operated [sic] a marine terminal capable of loading crude oil and/or crude oil condensates onto ocean going ships/barges and inland barges via two loading berths near Aransas Pass, Texas.” This is the VLCC terminal on Harbor Island that the Port of Corpus Christi Authority (PCCA) plans to build.


In the application it says, “The facility will emit the following contaminants: carbon monoxide, hazardous air pollutants, hydrogen sulfide, nitrogen oxides, organic compounds, particulate matter including particulate mater with diameters of 10 microns or less and 2.5 microns or less and sulfur dioxide.” Hey, no problem with air quality there!

TCEQ is still accepting comments. If you have not already left a comment please do so ASAP, requesting a public meeting and, if you’re qualified to do so, a contested case hearing.  Be sure to enter Permit number 154527.


Contested Case Hearing


TO REQUEST A CONTESTED CASE HEARING, YOU MUST INCLUDE THE FOLLOWING ITEMS IN YOUR REQUEST: your name, address, phone number; applicant's name and proposed permit number; the location and distance of your property/activities relative to the proposed facility; a specific description of how you would be adversely affected by the facility in a way not common to the general public; a list of all disputed issues of fact that you submit during the comment period; and the statement "[I/we] request a contested case hearing.


If the request for contested case hearing is filed on behalf of a group or association, the request must designate the group's representative for receiving future correspondence; identify by name and physical address an individual member of the group who would be adversely affected by the proposed facility or activity; provide the information discussed above regarding the affected member's location and distance from the facility or activity; explain how and why the member would be affected; and explain how the interests the group seeks to protect are relevant to the group's purpose.
